I've read the stories of brown paper being put up on windows of counting rooms and claims that this meant there was illegal stuff happening.
Personally after Trump got his supporters agitated and they turned up, angry and some reportedly armed I'd want the windows covered too.

My prediction is Trump may not attend Biden's inauguration or at the very least won't do a formal handover to him.
Trump's ego is way too fragile and this election defeat is eating at him. In business he's used to responding with legal threats so that's what he's doing again.
