Lies, damn lies and statistics.

Propaganda types love statistics because they can use bigger numbers.

Especially when it comes to risk assessment on the road. The chances of having a crash are quite low. Miniscule actually. If you change a variable the chance increases but still overall it's a small chance. If you report it as a percentage though, you can say the risk increase is (insert much larger figure here)!

MAC are experts at this. I believe non compliance is high because they treat people like idiots.
