Not really likely. The device would need to be recording the information and would also need some method of transmitting this data to an 'authority'.

Said data would also need to be able to be verified as accurate via an MD5sum or similar, meaning that the system recording method would have to be 100% tamper proof. Any copyright protection system author will tell you that this is very difficult (DVD encryption anyone?) at best.

Besides the above, I could not really see the public wearing such an imposition.
