Queensland police will roll out a scorecard system for cops in an effort to reduce crime by 10 per cent.
The average number of traffic fines, random breath tests, street checks and calls for service per officer will be assessed on the scorecards along with budgets and overtime. Civil libertarians fear it’s a return to the controversial ‘‘kill sheets’’ of the 70s and 80s where quotas for fines were set. Queensland Council for Civil Liberties vice-president Terry O’Gorman says the system could lead to police abusing their powers to reach quotas. He says complaints were already being received about police abusing search powers in the wake of anti-bikie laws passed late last year. ‘‘Last year senior police indicated RBTs would be used as an opportunity to search cars for evidence of crimes other than drink-driving,’’ Mr O’Gorman said. ‘‘This has led to police unnecessarily searching cars and bullying and blustering innocent citizens into so-called ‘consent’ searches.’’ He said police must be made to tape all contact with citizens when the new scorecard system is in place and is urging the commissioner to introduce a rigorous monitoring system. Scorecards are being trialled in several areas including on some squads on the Gold Coast. Police Commissioner Ian Stewart told The Courier-Mail newspaper the scorecards were a way of ‘‘demonstrating to the public they are getting value for money’’ from the police service. He also said the system generally focused on the performance of a group of officers. ‘‘And then the team leaders then assess the individual members. The balanced scorecard is more about group assessment than individual assessment and that is one of its strengths,’’ he told the paper. This will lead to harrassment to meet quotas....

Seriously, my definition of a police state is one where citizens are spied on to make sure they are thinking 'correct' thoughts, cannot voice dissent for fear of retribution and where people who are 'undesirable' disappear in the dead of night... We may get there one day but not anytime soon... Police states usually start with armed conflict and an admiral who is willing to fire on his own people. |

Sounding a bit like Queensland to be honest.... Where arbitrary detention is legal, freedom to associate is abolished, the right to a fair trial is only if you have enough money, you can only own or work in what businesses the state says you can work in, where cops stop you entering a business to ask you why your going in there, where they are legally allowed to strip search, and photograph you regardless of having committed a crime... Freedom of speech? Taken at your own risk... |

It is sounding like its on the road to a police state to me. If my memory of history is not too vague, didn't Hitler start this way well before any cannons were fired? The gradual erosion of peoples rights until people were afraid to speak up until it was too late. Hitler was elected he didn't take over the country with an army.

Yeah yeah... Like the other 10,000 police threads.
I'd also suggest a fair proportion of the forum reads a newspaper most days?

It's like these ridiculous fines handed out in the late weeks, its just the coppers fulfilling the quotas and being performance managed, like most of you are.
They are also sticking it up their Commissioner who has said all the gloves are off. Its quite funny because the coppers who wrote these fines are going to sit at a desk for the next six months answering the written investigations into their actions. That alone will put more coppers on the road, yeah, right. Meanwhile the adjudication branch will cancel lots of these silly fines along with the courts. Forgetaboutit!

If the police commissioner is pushing the police to write more tickets and investigate more crime won't the stats show an increase in crime rather than a 10% decrease?

on the other side of the coin, how do you make sure your officers are out 'working' rather than sleeping on the side of the road somewhere? if it's totally necessary, it's probably ok to have quotas, but that quota should NEVER be how much money they can make in a shift.

As for doubt over things, that's the whole way speed cameras work...they rely on not stopping you immediately when you're detected allegedly speeding. They rely on simple human weaknesses of memory. Quick...think back two weeks ago, at 3.54pm...how fast were you driving at that moment? Exactly how fast? Not a rough guess, down to the last kilometer, at that moment in time. When you get a photo in the mail weeks later, the staggering majority of people will just believe the lie they have been told about the infallibility and absolute 100% accuracy of a speed camera, and push aside any niggling doubts they had about their speed (not that they will remember it with any detail). They'll pay up, assuming that they might have drifted over the limit, and "ordure occurs". That's why the vast majority of speeding fines are less than 10kph over the limit...people will accept that maybe they did let their speed drift a bit, and will pay the fine. The whole system works on keeping doubt in yourself. Now, bring in a system where coppers have to meet targets, and one of two things will happen. First, police will be keeping a much closer eye on traffic offences, and catch more people to meet their quotas...sorry, "targets". This will be the result of more feet on the ground and higher scrutiny of peoples driving habits and behaviour. Not a huge amount to argue with there I suppose. Or Second...well...I think you can all guess what the other alternative is to meet quotas... |

It was a good section of country road where the speed limit was set artificially low. Because of this they were assured of one or two drivers drifting over the limit because of the situation. On the other hand they didn't normally target this spot because they all knew that it was unfair to people because of the speed limit being incorrectly posted but quotas that didn't exist forced them to head there sometimes.

It wouldn't surprise me if the cop from the 1k over fine, got in trouble for being to lenient on low range speeders so he gave that fine to somebody that would kick up a stink, to prove a point.

Sounds like a plan except I think admirals are usually in charge of all three branches of armed forces? Off course my knowledge of military hierarchy may be slightly askew...
