Default BF GT Compliance sticker

I have a BF GT and have just discovered a few small rust spots in a line coming through where the compliance stickers are on the pillar where the door hinges.
One is coming through underneath the compliance sticker itself leaving a brown mark. Has anybody had this issue, you cant peel off the sticker to repair the panel and to best of my knowledge Ford wont replace the sticker. This is all from a one owner car thats 10 years old and only has 38K on the clock it has hardly ever been out in the rain. There has to be a way around this?
