Default (Vic) p plate laws

I still dont understand. i know that slowly the laws are changing around the states to ban p platers driving high powered vehicles. Does that rule apply to people getting there P's as of June 2007 or or ALL p platers? Also what happens to those p platers who have a high powered vehicle? are they expected to sell the vehicle? im just kind of lost here at the moment just need a little help to make things clear cheers.
