Default Advice in buying new (old) car please

Hi everyone.

Ok, I found this Fairmont Ghia at Jarvis Ford in SA. I saw it on my way home from work while I was on the bus, and the sticker price is now $7888. It only has 71000ks. What's up with the wheels? What's that crap in between the spokes? I also thought the inside door handles were chrome in the Ghias.

I think the price is too much even with the low ks. What do you think I should offer? 5 grand cash? I know they'll laugh, but it's worth a try and I'm serious about buying. I wonder if they would be willing to get some work on it done if I agreed to a higher price, like lowering and exhaust?
