All these countries have some kind of tax on carbon emmissions;

Finland
The Netherlands
Sweden
Norway
Denmark
Switzerland
Costa Rica
South Korea

many states of the US, China, and Canada have some kind of carbon tax
China is planning to introduce a national tax by 2015
Japan is planning on introducing one.
