The PROCESS is that you claim on YOUR Insurance, simple as, and THEY sort it out with the other insurer. If he wasn't insured, they would go after him.
Naturally, his insurance company doesn't want to talk to you, why would they? The system WORKS, and for some reason you don't want to play along?
Contrary to popular misconception, you have no right to deal with his insurer, only he has. For PRACTICAL reasons, if you had NO insurance, and liability was clear-cut, his insurer would generally do the right thing, intercede on his behalf, and accept liability. Since you have your own insurance, they're not interested.

If you want a hire car when your car is damaged, YOU need to pay for insurance that covers that. (Again, that's how it works.) Not sure about Shannons, but most insurers will offer that for an extra premium.
If you must have that car, your best bet is to find a repairer that provides loaners.

The one thing you can usually get away with is using a repairer of your choice. YOU do the running around, get a quote from them, (and often from a 2nd repairer of your choice) and submit those with your claim to Shannons. Most of the time they will accept those.
The important thing is to NOT leave your car anywhere that Shannons can get hold of it, or they will move it to one of their preferred yards.
