Default Paint stripping , dipping OR blasting ?

A friend has just had his restoration project dipped by a business in outer east Melbourne , business has changed hands and previous dipper did a good job. This time around the current proprietor claimed he could do all the car but when the job came back it was very obvious that the top 40 mm had been above the top of the dipping medium ( a plimsoll line very apparent inside the roof and original paint still on the top and other places ) and also about 90% of the proofcoat under the car was still there ( previous business had done all the proofcoat ). The dipper still wanted all his money and to avoid court issues friend paid to be able to get his car back. Now he is looking for a recommendation as to either a blaster or dipper to get the job done properly. We believe there is a business in Adelaide that dips ( OK ? ) or a blaster with good results in Melbourne ?
