Default Ford service centres (face palm)

So 200000kms just ticked over. Time for belts and water pump to be replaced.
Fixed price Ford servicing for belts $810. No price for water pump.
So I go direct to Service centre for quote.

1. quote $1600+ for belts
me: that can't be right Ford Fixed is $810
dealer: yes you are right $810
me: Ok. how much for the water pump
dealer: $1700+
me: that can't be right, you basically have to loosen the water pump to take off the belts, I was expecting 30min labour+ part cost
dealer: Ok. $600

2. Ultratune
me: belts and pump quote please
UT: $1175
me: sweet. book it. wait. does that include the pump?
UT: pump will be extra $390-440
me: what? if ford is $810 for belts, how can you be $1175?
UT: we include seals, tensioners and pulley's, ford don't.
me: Don't have $1600. Cancel please.

How hard is it?
