Default power steering issue

I got in the car this morning and started it and there was no steering. As in the steering wheel needed both hands to turn the wheel a fraction.

There is fluid in the reservoir to the correct amount, no leak on the ground underneath, and the belt is running fine.

Could this me a power steering switch gone? Or perhaps a rack gone?
Anyone else had an issue like this?

Going to go pull off the switch connector to see if there is fluid in it.
