Its reported 2 independent panels approved the application. Could be semantics, but were those approvals what joker took as approval of a formal exemption? He could have possibly jumped the gun. Ultimately, it makes absolutely no sense that states are charged with granting exemptions, but Feds can knock it back once the traveller arrives.
