Cool Understanding offsets??

I've been doing a bit of searching on how to understand offset??
But if anyone can confirm what im thinking be great thanks..
ok a 7" rim if the center which bolts to the hub is on the ceter of the wheel its a 0 offset if the ceter is more to the outside its a + offset and if its more to the inside of the wheel its a - offset is this correct ??

The positive and negative designations work the opposite to your description ...
