Default "Unconfirmed private message receipts"

I have just noticed an "Unconfirmed private message receipts" section in my pm listing.
Of the six entries I would have expected a courtesy reply from at least two of the recipients.

When last pm'ing, I noticed a message along the lines of "members can only send one pm per 60 seconds" (I was trying to pm two people - obviously within 60 seconds).

How do I know if a pm has *actually* been sent to another member?

If it shows as an "unconfirmed receipt" does that mean that it *has* hit the recipients inbox?

(I don't have a prob if the recipients choose not to respond. I simply don't want to appear rude by not responding to them).
