Default What was that hold up on the Westgate Bridge (Melb) around 2:30pm?

I was going home today on the Westgate and it took me 40mins to get from Todd Rd to Williamstown Rd exits. At the top of the bridge, the cops had blocked off the two left lanes. Why? Does anyone know what happened? To me, it looked like a jumper or something similar.
