Default XH panelvan that idles at 2800rpm when hot, help??

Hi guys i have a xh falcon that idles really high when up hot, i have cleaned and even changed the IAC (idle air control) valve and it made no diffirence, has anyone else seen this sort of problem???
Maybe water temp sensor??

some kind of vacuum leak?

There are no vacume leaks, what ever it is its telling the IAC valve to open to full and idle up, discontect IAC and idles ok. But the IAC is the problem trust me ive changed it and fixed it etc etc.
