When a colour is matched, they use the code to find the formula. They then match the colour to the car buy varying the colour with tinters. In this case, where the car is faded, they would have polished up one patch to get the colour as close as possible. There is no way a shop will then add a matting agent to the clear, or single layer to match the chalky fade...and it makes no sense to do so. What we see here is a freshly painted bar, on a car that hasn't been looked after. If the owner doesn't want the bar to stand out, they should have paid for a buff-polish or done it them selves...

The colour is known as Milano Red, it's Honda's oldest paint colour - first introduced in the late 80s on the Integra, and still available today.
