Default mk6 fiesta st150 break light issue

So I've started trouble shooting, all brake bulbs are blown (though the running light part of the globes are fine). The fuse is fine, the pedal switch seems to be opperating properly.

I tested voltage with 1 globe out, and then all globes out. There's only 0.002v getting to the plug (same as when the pedal is not pressed) and there seems to be ~1.18Ωk resistance.

Does that mean there's a short? I don't want to put in new globes just to have them blow, and advice would help.

I fiddled with a bunch of stuff, and I now get over 14v to the plugs, so tomorrow I'll get new globes, and just hope that they don't blow

What all that means is that there is a short in the wiring somewhere and you've moved it when wiggling the wires. You need to actually find the short before it causes further issues.
