It all goes back 10 years or more when the powers to be in the RBA didn't transfer funds to the ATO in time and a large number of cheques that the ato issued bounced (go figure). Since then the banks have been a little apprehensive to cah the cheques straight away.

My accountant once told me that how much tax you pay and the difference between tax minimisation and tax avoidance was a very fine line.
