Chances are it was only just being setup and was being calibrated.

WA has purchased 4 rear facing cameras.

I wouldn't worry too much if you were under the limit or on it. My brother got flashed when he was 10kms under and he got home and rang them up and abused them. They said when they set it up and take it down they take 3 photos of the next cars doing whatever speed. Maybe to get the photos setup correctly.
He was never sent a fine.

Yeah but you've got to think like the government does...
"x" people die because they didn't know there was a camera and therefore didn't slow down = $"y" lost in tax

"a" people speed through the camera and survive only to pay the fine = $"b" pure profit

If "b" > "y" then the flash is invisible
If "b" < "y" then use some "safety flashes" and tell everyone how you are saving lives

i have never seen a speed camera flash at random before however if they had only just set up they may have been doing some test flashes. i have been caught out by this before.

They are forward facing, rear pic taking.
The idea is to catch the Motorbikes.

They have been testing one for months, with fleets of cops on bikes going through at different speeds to make sure it does the right thing.

I've been told they should ready for Easter. (but not sure yet)

So, yes, the RD will still pick them up.
