I am thinking he has cleaned out his shed, instead of putting all the garbage in the back he has decided to add it to the outside of the vehicle. If it sells, great all his garbage gets taken away, if not just gets recycler to pick it up. Win-win situation!

It actually looks like one of the "variety bash" vehicles that tend to blast about every few months raising money for various charitable causes.
