My 2011 Focus LW Diesel is heavy on the steering on engine start up. It loosens up after 20 seconds or so but can be quite frightening if I pull away straight after engine fires. Steering is as heavy as if the engine is off and there's no assistance to the steering. I'm pretty sure these have electric assisted steering but I'm not sure. Any clues anyone. Would be greatly appreciated.

Yes it is an electric power steering system. It sounds a bit like the GEM is not providing an engine status signal to the EPS system and it is therefore having a slight delay while it gets the information from the PCM instead.

Thanks RussellW. Very helpful. Could you tell me please if you think my OBD11 code reader should pick this up? I've tried with no code showing. Also what part do I need to replace to rectify this?

Probably won't as I'm not sure they can all read the subsidiary modules like GEM. Might be worthwhile getting a full scan done at Supercheap or your dealer as in the absence of DTC's it's a lot of guesswork.
