Default LV TDCi belt tensioner won't budge!

Hi, can anyone tell me if there is a trick to getting the serpentine
belt tensioner to move? I have seen a few vids and they all seem to just put a spanner on the 17m nut, but i cant get it to move. I have tried it in both directions, i believe it should move in an up and counter clockwise direction, but i cant get it to budge. I've sprayed wd40 but without luck. any thoughts?
