– if the vehicle is turning right or making a U-turn from the centre of the road, and is giving a right-turn signal
– on a multi-lane road, when you are in another lane to the left of the vehicle you are overtaking and the vehicle can be safely overtaken in a marked lane to the left of the vehicle

I have not listed Tasmania, NT or WA because I think I have made the point.

But, just to be sure.

The Australian Road Rules, although have no enforceable effect and are purely model rules for the guidance of the states, say you can too.

141 No overtaking etc to the left of a vehicle
(1) A driver (except the rider of a bicycle) must not overtake a
vehicle to the left of the vehicle unless:
(a) the driver is driving on a multi-lane road and the
vehicle can be safely overtaken in a marked lane to the
left of the vehicle; or
(b) the vehicle is turning right, or making a U–turn from
the centre of the road, and is giving a right change of
direction signal and it is safe to overtake to the left of
the vehicle; or
(c) the vehicle is stationary and it is safe to overtake to the
left of the vehicle.

in relation to b), overtaking on the left is allowed on a multilane road - it is illegal on a single lane (each way) road.

As far as a) goes, it happens everywhere, but I've noticed it is more prevalent in Qld. As far as cars goes, it used to mainly be volvos, but now seems to be any type of subaru wagon.

Legal or not, if theres some twit in the right lane doing under the speed limit I dont hesitate to pass on the left (if theres a gap). Theres way too many of them doing it these days, id never get anywhere waiting for others to do the right thing.
