Maybe some form of slipper clutch could somewhat control the on off power delivery of an un controlled 12v motor. The clutches will wear, but if it's not for reliability it may be feesable

The use of resistors, slip clutches etc. would be wasting energy. Cam switch pulsing methods would cause the main solenoid/ switching device to fail prematurely therefore the use of an electronic speed controller would be a more sensible alternative. Starter motor wiring can be modified to change the winding configuration.

When I was a younger I made a motorised bar stool, had an axle with go kart slicks on the rear, made a steering axle with slicks on the front, driven by 1 starter motor to the rear axle, was chain driven with sprockets so it would out run most people at a sprint, only trouble was getting it going as you had to tap the button to engage the starter motor maybe 10 times to get it moving to a jogging speed before you could hold the button and drive around, hold the button from a stand still and it would throw 90kg me off the back like a bucking bull, instant power and torque!!!

I don't expect it to wheelstand as it will have a car battery to weigh it down. There are three scenarios possible:

It will tear itself apart
It will take off like a hairy goat
Something will go wrong and it will be a fizzer...

are you lot kidding the best we did at school was a bead box.

That boring us we then proceeded to the drill press, where we would stab a piece of wood in the drill bit and and have another on the vice. We would run the drill so that the two bits of wood would rub and create smoke simulating a burn out lol that was my school days
