2 years ago I got a Supercheap bottle jack, used it a few times then stored it (on its side?) since then it appears to be a lot slower at pumping up.
Could it be my immagination or has it leaked if so course of remedial action

Find a Hilux or Prado bottle jack.
Non hydraulic, will last forever.

Would not be the first time I've lost oil in a bottle jack, just top it up with hydraulic oil, here is some instructions to help you.

This - don't faff about with stuff that lifts up the car, if you have any doubts bin and buy a new one, you don't want to be jacking up the car and then it comes down at a rate of knots unexpectedly.

Pump it right up and squeeze/bleed it right down a few times, might come good if it didn't lose any fluid and seals are still good. Just because its cheap doesn't mean its not reliable, of course you wouldn't work on a car balancing on only a bottle jack. A good test of the seals is to put full weight of the car on jack and see if it leaks down over the hours.

If there is a small rubber bung on the body of the jack then that is the oil level with the jack collapsed. Take it out, fill with hydraulic oil till it starts to weep out of the hole, replace the bung.
