If by ID plates do you mean compliance plates? Doesn't sound right to me.

A friend of mine has a HZ monaro without compliance plates, turns out it was once stolen. I think he has some letter from the police regarding the cars authenticity.

you need to run revs over the body number and determine history , then if ownership can be established you will need a police letter pertaining to why it doesnt have tags... without that I wouldn't even consider it .

More than 15 years. I think that they were required from '71' on.

QLD i havent a clue. Vic, i have been there and done that.
i bought a 86 XF from auction. got it home to find it had no tags. down to VicRoads and a quick check to find out that it didnt matter if it was over a certain age. no police checks required. RWC and take it to VicRoads for Rego and all was fine.
actually, checking up, it was 17 years, not 15.
any car 17 years or NEWER, you will require a Police report, a VIV and possibly confirmation from the manufacturer that the car exists in its current form.

yes, tags were required, but after a certain age, it doesnt matter if they are not on the car anymore.

It's not worth the effort to get it regoed nor the effort when it comes time to sell, IMO just walk away.
